
The annual conference, titled "A Common European Approach to Labour Shortages and Talent Attraction", will be held on 3 December 2025 in Stockholm, Sweden. The conference brings together policymakers, researchers, social partners and representatives from government agencies, private sector and EU institutions to exchange knowledge and explore policies, initiatives, as well as innovative practices addressing labour shortages and strengthening the EU’s global competitiveness for talent.
Labour shortages and international talent attraction are growing challenges across Europe. In Sweden, attracting and recruiting international talents is also high on the agenda, with labour shortages posing a major obstacle to business growth and competitiveness.
During the day, you will have the opportunity to hear about the latest EU legal and policy initiatives in the area of labour migration and talent attraction, as well as comparative findings of new EMN-OECD outputs on innovative ways to attract foreign talent. 
The day will conclude with interactive sessions where you get the opportunity to share national experiences and foster a peer discussion on how successful approaches can be adapted to different contexts.
