EMN Sweden Expert Meeting on accessibility and inclusion in digital migration procedures
Welcome to the EMN Sweden Expert Meeting on "Fostering accessibility and inclusion in digital migration procedures", which will take place on 20 October 2026 in World Trade Center in Stockholm. The one-day meeting will bring together international experts, accessibility coordinators and stakeholders to exchange knowledge, experiences and good practices. It is an in-person event and it will be held in English.
Background
In the past several years, migration authorities across EMN Member and Observer Countries have expanded the use of digital public services. While this digital shift can improve efficiency, transparency and user experience, it raises questions about accessibility and inclusion. Expanding the availability of online services alone is not sufficient; these services must also be accessible and usable by everyone.
About the expert meeting
Digital services play an increasingly important role in legal migration procedures across EMN Countries. Are these digital services accessible and inclusive enough for applicants with disabilities and those facing digital barriers, how do stakeholders (authorities and users) navigate this area and where do we see a need and potential for further development? These and other questions will be addressed at the expert meeting, which will bring together international experts, accessibility coordinators and other stakeholders to exchange knowledge, experiences and good practices.
Aim and shared learning from EMN Countries
The event aims to support the development of more accessible and inclusive digital services in migration procedures by promoting shared learning and practical solutions. Among other things, participants will have the opportunity to hear presentations from peers from EMN Countries such as Cyprus and Norway, as well as from the disability rights organisation ‘Independent Living Institute (ILI)’, followed by three thematic discussions.
During the thematic discussions, participants will have the opportunity to explore a range of topics, including:
- Break-out session 1: Strengthening digital accessibility through user feedback and involvement
- Break-out session 2: From digital accessibility to accessible services – How do we meet the diverse needs of our users?
- Break-out session 3: Innovative approaches and AI – Experiences and lessons learned.
EMN inform on digital accessibility and inclusion in legal migration procedures – coordinated by EMN Sweden
The meeting builds on findings of the recently published EMN inform “Bridging the digital divide: Digital services in legal migration procedures for accessibility and inclusion”, coordinated by EMN Sweden. The inform brings together contributions from 25 EMN Member and Observer Countries, including Norway and Ukraine. It identifies common challenges and highlights examples of good practice in fostering accessibility and digital inclusion.
