EMN inform on the link between migration and development cooperation

The EMN inform “Migration and Development Cooperation” highlights the link of the migration-development nexus and how EMN Member Countries and Serbia are addressing this topic. The inform focuses on areas such as combatting irregular migration, improving migration governance, creating opportunities for regular migration pathways and involving diasporas.

In December 2023, Sweden presented a new agenda for development cooperation, in which migration policy is more closely integrated with development cooperation and specific geographical priorities are identified. Particular progress is being made through bilateral cooperation and enhanced inter-agency collaboration.

EMN and Red Cross EU joint inform on practices and challenges in identifying victims of torture and/or ill-treatment

The EMN and Red Cross EU joint inform, "Practices and challenges in identifying victims of torture and/or ill-treatment in the context of international and temporary protection", describes processes, protective measures and guidance on requests for torture risk assessments to document torture and ill-treatment within the framework of international and temporary protection. This comparative inform provides insight into how EMN Member and Observer Countries address issues relating to torture and ill-treatment.

The inform highlights challenges and good practices, with a particular focus on Sweden’s adapted guidance in this area. The inform has been produced in collaboration with the Red Cross EU Office and the Swedish Red Cross.

The EMN and OECD joint inform on civic training as a tool for integration of third-country nationals

The EMN and OECD joint inform “Implementation of measures for civic training as an important tool for the integration of third-country nationals” focuses on civic training for third-country nationals. Civic training plays an important role in integrating third-country nationals as these courses provide the knowledge and skills required to participate in society socially, culturally and politically. The EMN inform contains information and examples of how civic training is organised and delivered in 25 EMN Member and Observer Countries.

The EMN and OECD joint inform “Migration Diplomacy: An analysis of policy approaches and instruments” examines how migration diplomacy fosters cooperation between countries to manage international migration.

The inform highlights good practices, challenges and impacts associated with migration diplomacy and the various instruments used.

EMN inform on family reunification for beneficiaries of international protection

The EMN inform “Family reunification for beneficiaries of international protection” maps legal frameworks and practices regarding family reunification for beneficiaries of international protection in 25 EMN Member and Observer Countries. The inform was conducted in light of the fact that the Family Reunification Directive (2003/86/EC on the right to family reunification) marked its 20th anniversary in 2023.

The inform examines who is eligible to submit an application, how applications are made, how to examine proof of family ties, any maintenance requirements, and issues concerning the right to reunification for children coming of age during the processing period.

The EMN and OECD joint inform on labour market integration of beneficiaries of temporary protection from Ukraine

The EMN and OECD joint inform "Labour market integration of beneficiaries of temporary protection from Ukraine" analyses developments regarding the employment of beneficiaries of temporary protection, policy priorities and measures aimed at facilitating labour market entry for Ukrainians in 23 EMN Member Countries and Serbia. More than 4.2 million people from Ukraine were, at the time of the inform, under temporary protection in the EU.

A significant proportion of this group are women. Among the overarching initiatives to promote integration is, for example, a tool for mapping the skills of people from non-EU countries (the EU Skills Profile Tool for Third-Country Nationals). Simplifying various entry requirements and working more actively on skills validation are other examples of measures. There are several challenges, both for individuals and for government agencies, including language skills and uncertainty about the future in the host country. Many within this group have university degrees, but find it difficult to find work, and quite a few go to low-skilled job sectors.

EMN inform on governance models for reception centres

The EMN inform “Governing the accommodation of international protection applicants” examines the governance models for managing accommodation systems for international protection applicants in EMN Member and Observer Countries. Accommodation systems for international protection applicants are common challenges to all countries.

Fluctuating numbers of applicants over time, limited accommodation capacity and consideration for the local community are examples of circumstances that necessitate effective management of accommodation. Under the EU Reception Conditions Directive, Member States must ensure that accommodation meets an adequate standard of living, even though the number of applicants arriving is difficult to predict.
